This is pretty cool, I wasn't aware of this. Looks like a pretty cool system. Have you ever hunted one of those places outlaw, or know anyone who has?

I had a pit pretty close to the public blinds down south at horseshoe lake.
if you dont have an illinois liscense you may need to create a profile to get a idnr number.
I have hunted horseshoe blinds, flooded corn, shell and decoy limit. But we did shoot some fat mallards in there. I always apply and if they are doing good then I go hunt.

fw.ky.gov/app/QuotaHunt/quotahunt.aspxcost $3 per hunter to apply for a quota hunt here. Ballard waterfowl is the best area. It's a good 7hrs from Milwaukee but provides chances at canada geese, snows, specks, and any and every duck out there. some good hunting in flooded fields in permanent blinds and pits. the drawing garuntees you a hunt and each person pays $10 for the hunt. they have a daily draw for left over permits and also there is some public ground near by that does daily draws for public pits, boat blind spots, and walk in flooded timber thats all free.

I am definitely going to look into this further. You can hunt ducks well into January in the far southern zones of Il. And the way winters are nowadays there are probably times when they aren't iced up at that time of year. Looks like a great way to extend your season. Also the walk in areas seem like a good spot for a guy like me who doesn't have a big boat and all that stuff. The fact that you are guaranteed a spot to if you get drawn is awesome as well, there are no guarantees on public grounds around here, that's for sure. Thanks for posting this info!

I am from west ky so I can tell you they rarely ever freeze up. if they do it's usually first week of January or around Xmas but typically always able to bust it up.
I can help you find lodging or if im down there your welcome to stay in the shop apartment if it's available at the time.
just a good way to extend the hunting season. The crowds down on public land are no comparison to the crowds up here.

Thanks much outlaw. I really appreciate it. Not sure if it's something I can pull off this year but I am defiantely going to look into it for the future. Like I said, I didn't even know these programs existed. I've only hunted ducks out of state once.

florida does it all over the state. there is alot of teal in full plumage, whistling ducks, ringers down there.
Georgia does it also but it's hard to get drawn for waterfowl there.
MO is residents only
TN does it as well but a liscense is required to put in for the drawings.
I remember louisana having one also but there was some weird rules or application fee and I never applied.
